1. INTRODUCTION

The Small Grants Programme (SGP), with assistance of German Financial Cooperation (KfW), supports efforts to protect biological diversity in AHPs, while simultaneously assisting livelihood development in and around select AHPs. Since 2017, this financial cooperation extends its support to participating AHPs in Vietnam as part of its second phase, namely SGP II.

The overall programme objective is the protection of biological diversity and the sustainable management of natural ecosystems in the ASEAN region and to contribute to the improvement of livelihoods of the local population. The SGP II aims to:

In Viet Nam, Chu Mom Ray National Park (CMRNP) and three (3) other AHPs including Ba Be National Park (BBNP), Hoang Lien National Park (HLNP), and Kon Ka Kinh National Park (KKKNP) have been selected for implementation of the SGP II.

The ASEAN Centre for Biodiversity (ACB) is the Programme Executing Agency (PEA) and works closely with the in-country project implementation partner (PIA) – Vietnam Environment Administration (VEA), under the Ministry of Natural Resources and Environment (MONRE), Government of Vietnam, for the preparation and implementation of the SGP in the targeted AHPs. A Project Management Unit (PMU) was established to coordinate the implementation of the SGP in the targeted AHPs.

ACB contracted Service Provider – Institute of Resources and Environment (IREN), for site-level technical assistance in the planning and implementation of SGP in KKKNP.  This includes facilitation of establishment of 5-year Participatory Small Grant Action Plan (PSGAP), organizing and managing the multi-stakeholder planning workshops at the beginning of the grants process at each site and proposal development workshops; mentoring the proposal development process; supporting grantees on proposal submission and revision; and providing advice on contract awarding, project risk assessment and monitoring as well as facilitating the grantees’ projects adhering to the Environmental Social Management Plans for SGP II with the technical assistance of International Consultants (GITEC). The PSGAP provides a framework for the investment and implementation of the programme in the site. 22 prioritized small grants packages / interventions are identified for investment and implementation in KKKNP after a series of consultations with relevant local stakeholders, with the aim to achieve the objectives of the SGP-II programme. These proposed interventions are based on the actual needs of the KKKNP’s Management Board, local authorities and communities in the KKKNP and its adjunction area.
